"All inclusive" is not a specification

Two packages advertised at the same price can differ by a thousand dollars in real value, and the difference is almost never visible in the headline. What follows is the list of line items worth pinning down before you compare anything.

Flights: the details that change the price

Airline, routing and baggage allowance. A connecting itinerary through a third country is routinely cheaper than a direct service, and entirely reasonable if you know that is what you are buying. Check the arrival time too, because landing at 3am changes your first day.

Hotels: distance is the whole game

In Makkah, walking distance to the Haram is the dominant variable. A hotel eight hundred metres away and one two hundred metres away may share a star rating and share nothing else, particularly if you are travelling with children or with anyone who tires easily.

Ask for the hotel name, then check the distance yourself on a map rather than accepting a description like "walking distance" or "close to the Haram".

Ground transport between Makkah and Madinah

Most itineraries include both cities. How you move between them, whether by high-speed train, coach, or private car, affects several hours of your trip and a meaningful part of the cost. Confirm which is included, and whether transfers from the airport at each end are covered.

Meals, and what "board" actually means

Room only, breakfast only, half board and full board are all common. Half board typically means breakfast and one other meal. If meals are included, ask whether they are at the hotel or as a voucher, because that changes how much time you spend away from the Haram.

Visa and processing fees

Ask whether the visa fee, any service or processing charge, and mandatory insurance are inside the quoted price or added later. This is the most common place for a headline price to grow.

The line items people forget

Ihram clothing. Excess baggage, particularly on the return leg. Zamzam allowance rules. Local SIM or roaming. Ziyarah tours, which are often sold separately. Tips for drivers and guides. Meals on days when nothing is included.

None of these is large on its own. Together they are a real number, and budgeting for them prevents the trip feeling more expensive than you expected.

Get it in writing

Ask for the inclusions as a written list before you pay a deposit, and keep it. If a hotel is later substituted or a transfer changes, that list is what the conversation refers back to. Any agency that is comfortable with its own pricing will send it without hesitation.
